Engels spearheads behavioral science research that features innovative techniques in assessing the effects of a sustainable fishing program in the Philippines. He holds a degree in Sociology and pursued advanced studies in Sociology and Economics.

Before joining Rare, Engels was at the helm of research, monitoring, and evaluation for various development projects with international NGOs and the Philippine government, including Asia’s longest-running conditional cash transfer program, where he cut his teeth in behavioral economics and impact evaluation.

Engels makes it his mission to transform evidence-informed policymaking from a chore into a charm, making it both accessible and appealing to decision-makers.
